BEIJING, Mar. 4 -- Delegation of the Chinese People's Liberation Army (PLA) and the People's Armed Police (PAP) to the second session of the 14th National People's Congress (NPC) was established on March 4, with General Zhang Youxia elected as head of the delegation and General He Weidong as deputy head. General Zhang Youxia and General He Weidong are both members of the Political Bureau of the Communist Party of China (CPC) Central Committee and vice chairmen of China's Central Military Commission (CMC).

In his inaugural address, General Zhang Youxia pointed out that the session is a vital meeting as this year marks the 75th anniversary of the founding of the People's Republic of China and a pivotal year for achieving the goals and tasks prescribed in the 14th Five-Year Plan. He urged NPC deputies from the military to present motions  of higher quality based on in-depth research on critical issues including enhancing combat-oriented training, promoting high-quality development, and consolidating and enhancing integrated national strategies and strategic capabilities, so as to play better roles as military deputies.
