At the invitation of the Pakistani Navy, the PLA Navy sent PLANS Nanning to Karachi, Pakistan, to participate in the multinational maritime exercise AMAN-23 from February 9 to 14. During the exercise, the Chinese naval troops participated in maritime drills on replenishment-at-sea, joint counter-piracy operations, livefiring at sea, and port and shore activities including international maritime conference, professional exchanges, and open ship events.
At the invitation of the UAE military, the PLA Navy sent PLANS Nanning to participate in the NAVDEX 2023 in Abu Dhabi, UAE, from February 17 to 25. During the exhibition, PLANS Nanning will have seminars, mutual visits, sports competitions and other friendly exchange activities with the UAE Navy and participating vessels from other countries. It will also have an Open Day for the public.
The PLA Army Engineering University hosted a mine-sweeping training course under the ASEAN Defense Ministers' Meeting Plus (ADMM-Plus) Experts' Working Group (EWG) on Humanitarian Mine Action (HMA) in Nanjing via video link. The event lasts from February 21 to 24. Chinese and foreign experts gave lectures and had seminars on policies, regulations and standards concerning international landmine-related issues, organization and management of mine-sweeping operations, HMA methods, and technical equipment and personnel training. Representatives from 17 ADMM-Plus countries, the ASEAN Secretariat, the ASEAN Regional Mine Action Center and the International Committee of the Red Cross attended the event online.
According to the consensus reached by China, Russia and South Africa, the three navies held the second joint maritime exercise in waters and airspace to the east of the coast from Durban to Richards Bay, South Africa. The exercise lasted from February 20 to 27, and Brazil has been invited for the first time to observe.
The theme of the exercise is the joint operation to protect safety of shipping and maritime economic activities. The PLA Navy (PLAN) sent PLANS Huainan, PLANS Rizhao and PLANS Kekexilihu to participate. The exercise further improved defense and security cooperation among BRICS countries and enhanced the capabilities of participating nations in jointly safeguarding maritime security.
The Chinese PLA Army sent troops to Austria to participate in the international mountain infantry competition Edelweiss Raid 2023, which was held from February 27 to March 2. This competition helped deepen friendly and practical cooperation between the Chinese and Austrian militaries and promoted exchanges and mutual trust between the Chinese military and other participating militaries.
From February 9 to March 10, the PLA Southern Theater Command Army sent a contingent to Thailand to participate in the humanitarian assistance and disaster relief (HADR) exercise under the multinational Exercise Cobra Gold 2023. Since 2014, the PLA has participated in the last ten iterations of the Cobra Gold.
This year, the exercise includes engineering assistance, a HADR tabletop exercise, a high-level forum, as well as live drills under the scenarios of building collapse, hazardous substances leakage, medical first aid, and fire rescue. The exercise helped promote exchanges on rescue and disaster relief between the Chinese and foreign militaries and further advanced practical cooperation in relevant fields.
Recently a working group of the Ministry of National Defense visited India to participate in a meeting of international military cooperation departments of the defense ministries of SCO member states. They introduced the spirit of the 20th CPC National Congress, elaborated the Global Security Initiative in depth, and provided opinions and suggestions on deepening SCO defense cooperation.
In mid-to-late March, the Chinese side also sent delegates to India to attend respectively the Workshop on Humanitarian Assistance and Disaster Relief (HADR) and the Conference on Military Medicine under the SCO Defense Ministers Meeting, and participated in the Expert Working Group (EWG) of the Defense Ministries of SCO Member States through video link.
The navies of China, Iran and Russia held the Security Belt-2023 joint maritime exercise in the Gulf of Oman from March 15 to 19. This is the third joint maritime exercise among the three countries following those in 2019 and 2022.
The three parties dispatched 12 vessels and special operations and diving contingents for the exercise and conducted training on subjects including aerial search, armed rescue, visit, board, search and seizure (VBSS) operations and maritime rescue, and held a fleet review.
From March 23 to April 8, the Chinese People's Liberation Army and the Royal Cambodian Armed Forces staged the Golden Dragon-2023 joint exercise at the Royal Gendarmerie Training Center in Kampong Chhnang Province and in the waters off the Sihanoukville port, with a total of more than 3,000 troops from the two sides involved.
The Golden Dragon is a solid step to implement the important consensus reached by leaders of the two countries, and an important platform for exchanges, mutual learning and realistic training between the two militaries.
From May 9 to 28, the Chinese People's Liberation Army and the Lao People's Armed Forces (LPAF) jointly organized the Friendship Shield-2023 exercise at the training ground of Kommadam Academy of the LPAF. This is the first exercise focusing on real combat subjects held by the two militaries, which is of great significance to consolidating the traditional bilateral friendship, strengthening interoperability and safeguarding regional security and stability.
Chinese defense officials participated in the recent virtual meeting of the ASEAN Defense Senior Officials' Meeting-Plus Working Group (ADSOM-Plus WG). During the event, participants focused on the work associated with this year's ASEAN Defense Ministers' Meeting Plus (ADMM-Plus), reviewed and summarized the work of the ADMM-Plus Experts' Working Groups (EWGs) in the previous cycle, and engaged in consultations on the EWGs co-chairmanship arrangements for the upcoming cycle.
The Chinese Ministry of National Defense hosted the 16th Seminar for Senior Military Officers from Latin American and Caribbean (LAC) countries from May 23 to June 7. On the theme of Friendly Cooperation for a Shared Future, this year's seminar is attended by 54 senior military and police officers from 25 countries.
It aims to deepen mutual understanding and trust between the Chinese military and the militaries of LAC countries, promote new development of China-LAC defense and security cooperation, and play a positive role in building the China-LAC community with a shared future.
At the invitation of the Indonesian Navy, the PLA Navy’s guided-missile destroyer Zhanjiang and guided-missile frigate Xuchang participated in the 2023 Multilateral Naval Exercise Komodo (MNEK) at the Indonesian city of Makassar and in the surrounding waters from June 5 to 8.
The PLA Navy participated in the international maritime security symposium, maritime exhibition, international fleet review, civil medical service, civil engineering programs, cultural exchanges, and the maritime joint exercise. The troops also held discussions with foreign counterparts on military operations other than war (MOOTW), which deepened mutual understanding and trust, and enhanced their capacity to respond to natural disasters and maritime threats, as well as to conduct humanitarian aid.
The Chinese and Russian militaries carried out their routine joint strategic air patrol of 2023 on June 6 and 7, the sixth joint strategic patrol by the two militaries since 2019.
It has effectively tested and raised the level of coordination between the two air forces. The patrol is not targeted at any third party, nor does it have anything to do with the current international or regional situation.
At the invitation of the Chinese Ministry of National Defense, 74 military attachés and their spouses from 51 countries visited Shaanxi from June 12 to 16. They visited the PLA Army Academy of Border and Coastal Defense, Xi'an International Trade & Logistics Park, and revolutionary sites in Xi'an and Yan'an, and experienced traditional Chinese culture programs.
The PLA Army Engineering University organized training courses on demining for Cambodia and Laos from June to September. The two training courses were held at the same time in separate classes, with a total of 40 trainees. The courses focused on command, operations and management in the field of humanitarian mine action, strictly followed international policies, regulations and standards related to landmine issues, and comprised five parts including theoretical knowledge, special skills, real detonation operations, minefield simulation training and comprehensive exercises. In addition, new technologies, such as minefield inspection drones, explosive disposal robots, and laser demining and destruction, were also integrated into the courses.
At the invitation of the Ministry of Defense of Mongolia, the PLA Army will send a team to Mongolia in mid-June to participate in the Khaan Quest 2023 multinational peacekeeping exercise.
The PLA National Defense University held the first Forum for Heads of Chinese, Latin American and Caribbean (LAC) Defense Universities and Institutes from June 28 to July 4. A total of 45 delegates from 22 LAC countries participated in the forum.
The 20th ASEAN Regional Forum (ARF) Security Policy Conference was successfully held in Jakarta, Indonesia on June 21, where participants from different countries exchanged views on topics including "security threats faced by regional countries", "blue economy" and "confidence building measures".
The Chinese side proposed that the Asia-Pacific region is a shared home where regional countries live and thrive, and they should strengthen the awareness of a community with a shared future. All parties should focus on practical cooperation, strengthen the synergy with the ASEAN Defence Ministers' Meeting Plus and other cooperation mechanisms, and actively carry out cooperation in non-traditional security fields such as counter-terrorism, peacekeeping, military medicine and humanitarian assistance and disaster relief (HADR).
From July 3 to September 19, the PLAN hospital ship Peace Ark, on Mission Harmony-2023, visited five countries including Kiribati, Tonga, Vanuatu, Solomon Islands, and Timor-Leste, and sailed a over 12,000 nautical miles. During this mission, the Peace Ark provided medical services to more than 40,000 people, performed nearly 200 surgeries, and dispatched 47 medical teams to 34 local communities, schools and hospitals. Additionally, three "Peace Babies" were born onboard. Overseas media and netizens praised the Peace Ark as the "Eastern Ark of Hope", the "Indefatigable Dove of Peace" and the "Seafaring Business Card Conveying Friendship".
Since its commissioning, the naval hospital ship Peace Ark has completed 11 international missions, visited 45 countries and regions across three oceans and six continents, and sailed a total distance of more than 280,000 nautical miles. It has provided medical services to more than 290,000 people and performed nearly 1,700 surgeries. Peace Ark deepened the friendship and mutual trust between the Chinese military and relevant countries, expanded the space for military exchanges and cooperation, and faithfully implemented the Global Security Initiative with concrete actions.
From July 5 to 11, a vessel detachment comprised of two corvettes RFS Gromkiy and RFS Sovershenniy of the Russian Navy’s Pacific Fleet was in Shanghai for a visit, during which the Chinese and Russian officers and sailors visited each other’s vessels, had professional and technical exchanges, and conducted cultural and sports activities.
After leaving the Shanghai port, the Russian vessels carried out a joint exercise covering formation maneuver, maritime communication, search and rescue at sea, and other training subjects with the PLAN destroyer Taiyuan in waters to the east of the Yangtze River estuary.
The PAP held the "Sharp Blade-2023" International Sniper Competition in Urumqi from July 12 to 15. Over 40 sniper teams from 19 countries participated in the competition.
The competition consisted of 12 subjects in 4 categories, focusing on "realistic combat conditions, elite capability, and challenging set-up". Automatic assessment including digital registration and live streaming systems were introduced into the competition for the 1st time.
The PLA Naval Medical University (NMU) recently held the first online medical lecture for NMU international alumni from July 17 to 18. 205 NMU international students and alumni from 38 countries attended the lecture and engaged in in-depth and extensive academic exchanges and discussions under the theme of "building a global community of health for all".
During the event, participating students and alumni as well as Chinese medical experts had 13 lectures and exchanges on six sub-topics including diving and high-pressure medicine and international military medical missions.
At the invitation of the Chinese Ministry of National Defense, the AYOD with members from over 40 African countries visited China from July 17 to 23.
During the tours to Beijing, Changsha and Shanghai, they listened to lectures on topics including China's national defense policy and China-Africa military cooperation, the Belt and Road Initiative, the China-Africa community with a shared future, national security and scientific and technological development. They also visited the National University of Defense Technology (NUDT), the Memorial Hall of Comrade Mao Zedong in Shaoshan, the Military Museum of Chinese People's Revolution, and other units and hi-tech enterprises, and had in-depth communication with young officers of the Chinese military.
According to the annual cooperation plan between the Chinese and Russian militaries, vessels of the two navies recently conducted joint maritime patrol in relevant waters of the Western and Northern Pacific.
During the patrol, the vessels of both navies strictly abided by the international law and always remained in international waters. This activity does not target any third party and has nothing to do with the current international and regional situations.
A working group of the Chinese Ministry of National Defense participated in the ASEAN Defense Senior Officials' Meeting Plus (ADSOM-Plus) in Jakarta, Indonesia on August 4. During the meeting, the working group exchanged views with representatives of various parties on issues including strengthening defense and security cooperation under the framework of the ASEAN Defense Ministers' Meeting-Plus (ADMM-Plus) and the international and regional security situations. China supports ASEAN centrality in the regional security architecture and stands ready to work with other parties on the basis of equal consultation to safeguard regional cooperation mechanisms and implement cooperation projects.
The PLA Air Force and the UAE Air Force held the first joint training "Falcon Shield-2023" joint air force training in Xinjiang, China, in August. In recent years, with the strategic guidance of the two heads of state, China-UAE military-to-military relationship has developed rapidly and achieved productive outcomes in many areas. Going forward, the two sides will faithfully follow through on the consensus reached by the two heads of state, strengthen strategic communication, deepen practical cooperation, and build a stronger military-to-military relationship.
The China-Thailand “Strike 2023” joint army training was held in Thailand from mid-August to early September. Focusing on joint counter-terrorism operations, the “Strike” series of joint army training aims to strengthen counter-terrorism cooperation between the Chinese and Thai armies, promote the development of mil-to-mil relations, and play a positive role in maintaining regional peace and stability.
China and Pakistan held the "Shaheen– X" joint air force training inJiuquan and Yinchuan, China from August 27 to September 13. This is the 10th joint training of its kind between the Chinese and Pakistani air forces.
The training focused on typical combat scenarios such as joint air defense, joint countermeasures, and joint seizure-and-control. The joint training saw the participation of multiple types of aircraft such as fighter jets and airborne early warning (AEW) aircraft, as well as ground forces including surface-to-air missiles, radar, and communications elements. The PLA Navy also sent aviation troops to participate in the training.
The third China-Africa Peace and Security Forum was held in China from August 28 to September 2. More than a hundred defense ministers or senior representatives from the African Union (AU) and nearly 50 African countries attended the forum.
During the conference, participants had in-depth exchanges on the theme of "Practice the Global Security Initiative and Enhance China-Africa Solidarity and Cooperation" and reached extensive common understanding. Participants emphasized that countries should take firm control of their own destiny, step up regional revitalization, strengthen multilateral coordination and cooperation, resolve problems with development, eliminate the soil of insecurity, and pursue sustainable and lasting security, development and prosperity.
China and Thailand held "Blue Strike-2023" joint naval training in the Gulf of Thailand and Sattahip in early September. The training covers subjects including sniping tactics, jungle survival, search and rescue at sea, and cross-deck helicopter landing. It improved the training level and interoperability of participating troops, enhanced practical cooperation between the two navies, and strengthened their capabilities of jointly addressing regional security threats.
As co-chairs of the ASEAN Defense Ministers' Meeting Plus (ADMM-Plus) Experts' Working Group on Humanitarian Mine Action (HMA), China and Cambodia jointly hosted the “Pure Homeland-2023” multinational joint demining operation from September 1st to 23rd in Cambodia. More than 300 personnel from 14 countries, including Cambodia, Indonesia, New Zealand, Russia, and Singapore, participated in the event, and the PLA sent more than 100 troops.
During the event, multinational joint demining training and operations, as well as a demining operation forum, were organized, while the drafts of “ASEAN Standard Operation Procedures for Humanitarian Demining” and “ASEAN Multinational Coordination Standard Operation Procedures” were discussed and revised. Over 3,000 pieces of various types of ammunition remnants have been cleared, with 13 unexploded ordnances being neutralized.
The Chinese and Singaporean militaries held the “Cooperation” joint army training in September. This year’s training marks the fifth of its kind. The joint training helped enhance the interoperability between the two armies, improved their real combat capabilities in counter-terrorism special operations, and further deepened practical cooperation between the two militaries.
The Chinese and Cambodian militaries held the “Peace Angel 2023” joint military medical service exercise from September 14th to 26th, with more than 700 participants.
Under the theme of “joint international humanitarian medical rescue for severe floods and hurricanes”, medical service troops of both sides jointly organized medical rescue operations including on-site emergency response, transfer treatment, and aeromedical evacuation.
This exercise marked the first time for the PLA to send its Y-9 medical rescue aircraft and its aeromedical evacuation forces outside China for live exercises and training. The Chinese side also employed multiple types of advanced equipment and devices including drones, and its medical team provided medical service for nearly 2000 Cambodian service members and civilians.
From September 18th to 22nd, the Peruvian Navy's sailing training ship B.A.P. Unión visited Shanghai. During the visit, naval members from China and Peru had professional and technical exchanges, mutual visits to ships, and conducted cultural and sports activities.
This year marks the 10th anniversary of the establishment of the comprehensive strategic partnership between China and Peru, as well as the 52nd anniversary of the establishment of diplomatic relations between the two countries.
Chinese and Saudi Arabian navies held the "Blue Sword-2023" joint training on special operations in Zhanjiang, Guangdong Province from October 9 to 25. This is the first joint training conducted by the two navies in China.
The training was divided into three phases, namely basic training, specialized training and comprehensive exercise. The basic and specialized training included 24 subjects such as building climbing, helicopter fast-roping and diving. The comprehensive exercise was for naval special operations troops to jointly rescue a hijacked merchant ship. They had skill training on maritime assault and rescue, and conducted a joint rescue drill.
The PLA Army sent troops to Yogyakarta, Indonesia, to participate in the live exercises held by the Humanitarian Assistance and Disaster Relief (HADR) Experts’ Working Group (EWG) of the ASEAN Defense Ministers’ Meeting-Plus (ADMM-Plus) from October 14 to 21. The exercise was organized in the form of mixed teams, and mainly includes table-top and live exercises on humanitarian assistance and disaster relief in the context of major natural disasters.
From October 25 to 26, the second Africa Air Force Forum was held in Dakar, the capital of Senegal, under the theme of "Adapting Air Force Capabilities and Drone Deployment to Modern Conflicts". The Chinese PLA Air Force (PLAAF) sent a delegation to the forum, during which they had discussions with other delegates on the future development of air forces on the African continent, their impact on security operations and role in counter-terrorism operations, and related technical and capability needs.
It's the second time a PLAAF delegation has participated in this forum, which will further deepen practical cooperation between Chinese and African militaries and contribute to the building of a China-Africa community with a shared future.
The 10th Beijing Xiangshan Forum was held from October 29th to 31st in Beijing, attracting official delegates from more than 90 countries and international organizations and renowned experts and scholars at home and abroad to attend the forum.
Under the theme of “Common Security, Lasting Peace”, the forum focused on the priorities of cooperation in the Global Security Initiative and provide equal opportunities for all parties to voice their opinions, discussing about security challenges, pursuing security solutions, and advancing security cooperation. The forum has four plenary sessions, namely “Responsibilities of Major Countries and Global Security Cooperation”, “Role of Developing Countries in Global Security”, “Asia-Pacific Security Architecture: Present and Future”, and “Regional Security and Development: Path and Goal”, and eight simultaneous special sessions. A Young Officers and Scholars Seminar and other activities were also held.
Initiated in 2006, the Beijing Xiangshan Forum adheres to the ideas of “Equality, Openness, Inclusiveness, Mutual Learning”, and has developed into one of the important security dialogues in the world.
The Chinese PLA Army Engineering University held the 10th International Army Cadets Week (IACW) in Nanjing City from November 5 to 13. Cadets from military academies of China, Singapore, Egypt, Italy, Pakistan, etc. participated in the event.
Under the theme of "Capability-building of Junior-level Army Officers", this year's IACW focused on two topics, namely junior officers' commanding ability for future warfare and cross-cultural competence in multi-national military operations.
The China-Mongolia Border Defense Cooperation-2023 joint drill was held in the border region near the Changji Hui autonomous prefecture in Northwest China's Xinjiang Uygur Autonomous Region on November 10.
Under the theme of "China-Mongolia Joint Action to Curb Border Crimes", the joint drill featured training on subjects including joint command, joint reconnaissance, joint control, joint strike and joint transfer, which enhanced the real combat capability of the two militaries to jointly safeguard safety and stability in the border areas. After the drill, weapons and armament display as well as cultural exchange activities such as grappling, horseback archery and martial arts were also held.
Chinese and Pakistani navies held the "Sea Guardians-3" joint maritime exercise in the waters and airspace of the northern Arabian Sea in November. Themed with "joint response to maritime security threats", the exercise includes formation movement, VBSS (visit, board, search and seizure), helicopter cross-deck landing, joint search and rescue, joint anti-submarine operation and main gun shooting. Professional exchanges and mutual visits were also held.
This is the third time for China and Pakistan to hold an exercise of this kind.
On November 16, a delegation of the Chinese Ministry of National Defense attended the 10th ASEAN Defense Ministers' Meeting-Plus (ADMM-PLUS) held in Jakarta, Indonesia.
In the speech at the meeting, the Chinese side stressed that in the face of the international situation characterized by changes, confusion and frequent conflicts, China stays committed to building a community with a shared future for mankind and implementing the Global Security Initiative. Meanwhile, China calls on all parties to practice true multilateralism, uphold a correct security outlook, stay with peaceful consultations, do not resort to conflict and confrontation, and contribute to world peace and development. The Chinese delegation also communicated with representatives of relevant countries on the sidelines of the meeting.
China's Ministry of National Defense hosted the Conference on Military Medicine of the 3rd China-Africa Peace and Security Forum from November 20th to 26th. Representatives from the Chinese military, and leaders and medical experts of the military health departments from 17 African countries attended the event.
Under the theme of "Strengthening Exchanges and Cooperation, Protecting Health of Service Members", Chinese and African delegates had in-depth exchanges of views and reached broad consensus on topics including military health systems and talent cultivation, systems and technologies for military trauma treatment, modern military medical systems and IT application, impact of military operational environment on troops' health and countermeasures, and military personnel's health in the post-pandemic era.
The PLA Army Engineering University held the 4th International Army Forum on Military Education in Nanjing from November 20 to 25, and representatives of military academies from Cambodia, Pakistan, South Africa, the UK, Argentina and other countries were invited to attend.
Under the theme of "Future-oriented Army Officer Cultivation", the forum had symposiums and exchanges around topics including the demands and changes of the cultivation of junior army officers, the reform and exploration of education in army academies, and the opportunities and challenges for Army military education in the context of digitalization and intelligentization.
The fifth Shanghai Cooperation Organization (SCO) Defense and Security Forum, hosted by China's Ministry of National Defense and organized by the International College of Defense Studies of the National Defense University of the People's Liberation Army, concluded in Beijing in November. Defense officials, experts, and scholars from SCO member states, observer states and dialogue partner countries attended the forum.
During the event, representatives from the member states conducted expert lectures, seminars and exchanges, visits, and other activities centering on the three global initiatives, namely, the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, and the topics concerning regional defense and security cooperation. They explored the methods and paths for deepening the SCO defense and security cooperation, and promoted mutual understanding and trust.
The PLA Army Special Operations Academy held for the first time the International Forum on Special Operations in Guangzhou city from November 25 to 26. Representatives of special operations forces and academies from Russia, Belarus, Cambodia, Pakistan and other countries attended the forum.
With the theme of "Forging Elite Special Forces for the Future, the forum had symposiums and exchanges on topics including the future-oriented special operations talent cultivation system as well as commanding and skilled personnel training, aiming at sharing practical experience and latest achievements in personnel training and promoting international exchanges on special operations .
The PLA Army Logistics Academy held the Seminar on Defense Economy and Military Logistics in Chongqing on November 30. Delegates from Pakistan, Sri Lanka and Armenia attended the seminar online and representatives from more than 30 Chinese military and civil units participated in the seminar offline.
Focusing on the theme of "Innovation and Practice of Defense Economy and Military Logistics in the New Era", the delegates shared their research outcomes, experience and practice, and discussed approaches to innovation and development of defense economy and military logistics. The seminar provided a platform for more international cooperation in this area.
The Chinese Ministry of National Defense hosted the first China- LAC Military Medicine Forum in Beijing from December 11 to 13. Chiefs of military (police) health departments and experts from over 20 LAC countries, and officials from the International Committee of Military Medicine (ICMM) were invited to attend.
Under the theme of "Meet New Military Medical Challenges and Open a New Era for China-Latin America Cooperation", the forum coverd a range of topics including smart health service administration, systems and technologies for military trauma treatment, and new progress in special medicine research.
The 13th ASEAN Defense Ministers' Meeting-Plus (ADMM-Plus) Experts' Working Group (EWG) on Humanitarian Mine Action (HMA) was hosted by the Army Engineering University of PLA in China's Nanjing City on December 13. Co-chaired by China and Cambodia, the event was attended by representatives from 14 member states of the ADMM-Plus, the ASEAN Secretariat, and the ASEAN Regional Mine Action Center (ARMAC).
In accordance with an annual cooperation plan between the Chinese and Russian militaries, the Chinese and Russian militaries carried out the seventh joint aerial strategic patrol over the Sea of Japan and the East China Sea.
From December 14th to 20th, the Army Command College of the Chinese People's Liberation Army (PLA) hosted a seminar on humanitarian assistance and disaster relief (HADR) for Latin America and the Caribbean countries (LAC) in China’s Nanjing City, inviting personnel from over 20 countries, including Uruguay, Nicaragua, Costa Rica and Bolivia, to attend.
The seminar aims to discuss and exchange views on relevant theories and practices, laws and regulations of international HADR operations, and experiences in building the emergency relief system, and to deepen cooperation on disaster management between China and LAC countries and enhance the HADR capabilities of the LAC countries.
