Zhang Qinsheng, deputy head of the State Council’s guiding and coordinating group of Zhouqu rescue and relief operations and deputy chief of general staff of the Chinese People’s Liberation Army (PLA), noted on August 24 at Zhouqu that the rescue troops should actively create conditions for reconstruction of the disaster-stricken area, so as to restore normal living and vitality to the area as soon as possible.
Zhang Qinsheng indicated that the troops faced arduous tasks ahead though success in the phasal sense had been achieved in the rescue and relief work at Zhouqu. All troops should unswervingly implement the decisions and directives of the Central Committee of the Communist Party of China, the State Council, the Central Military Commission and President Hu Jintao and create conditions to support the reconstruction of post-disaster Zhouqu in light of requirements made by Premier Wen Jiabao during his second inspection tour to the disaster-hit area.
First, measures should be adopted to more effectively discharge the flood in the Zhouqu section of the Bailong River west to the Chengjiang Bridge, so as to funnel off the ponding in the seat of Zhouqu County as quickly as possible.
Second, more efforts should be made to clear away all the debris, rubbish and silt in the streets of the county seat.
Third, it is necessary to see to it that all the silt and debris are wiped away at Sanyanyu and Luojiayu, the two spots gravely devastated by mudslides, and up-to-standard flood discharge facilities are built up there.
