“Joint Evacuation -2016” China-U.K. joint NEO tabletop exercise held in China

The “Joint Evacuation -2016” China-U.K. joint Noncombatant Evacuation Operations (NEO) tabletop exercise is kicked off at the PLA Naval Command College (NCC) at 09:00 on March 23, 2016.

BEIJING, March 24 (ChinaMil) – The “Joint Evacuation -2016” China-U.K. joint Noncombatant Evacuation Operations (NEO) tabletop exercise was kicked off at the PLA Naval Command College (NCC) at 09:00 on March 23, 2016.

During the two-day exercise, the delegations from China and the U.K. will respectively introduce experience and practices of their countries and militaries in implementing the nationals evacuation operations and carry out joint indoor tabletop exercise according to assumed backgrounds.

Evacuation of nationals is an important method for a country to ensure the security of its nationals and their properties in turbulent areas. The U.K. has accumulated rich experience in multiple nationals evacuation operations.

With China’s rapid economic development, there are increasingly more nationals and China-funded enterprises in various places around the world. Therefore, carrying out nationals evacuation operations in turbulent areas has become an important part of China's military operations other than war (MOOTW).

The tabletop exercise between the two countries aims to summarize and exchange methods and ways of carrying out nationals evacuation operations, so as to further enhance mutual understanding and trust and strengthen exchanges and cooperation between both sides in non-traditional security fields.

The delegations of China and the U.K. respectively introduced the experience and practices in their nationals evacuation operations in Libya and Yemen as well as noncombatant personnel in Lebanon on the morning of March 23.

In addition, the two sides also carried out exchanges and discussions on nine thematic subjects including policies regarding noncombatant evacuation operations and civilian-military coordination measures for nationals evacuation operations. The two sides will carry out indoor tabletop exercise of joint nationals evacuation on March 24 based on an assumed background that China and the U.K. have decided to send warships to carry out joint evacuation of nationals in a turbulent country.

During the exercise, the delegations from the two sides will jointly establish three teams, namely commanding team, operation team as well as legal and diplomatic team, and will negotiate the commanding relations between the two sides.

The two sides will make schemes for operations of naval, air and special forces, for medical epidemic prevention and logistic support and for establishment of protective areas for the evacuated nationals in forms of discussions, dialogues and exchanges.

At the same time, both delegations will study and carry out drills on 14 important and difficult subjects including setting up joint headquarters for nationals evacuation, dealing with emergencies during nationals evacuation and solving the legal and diplomatic issues in nationals evacuation.

“The exercise will further deepen the pragmatic cooperation between China and the U.K. in fields of MOOTW and humanitarian rescue operations as well as add new positive factors to consolidate and push forward the development of relations between the two countries and their militaries,” said Lu Ming, leader of China’s delegation and vice commandant of the PLA NCC.
