CMC issues regulations on civilian staff's rank management

BEIJING, Dec. 8 (ChinaMil) -- With the approval of the Central Military Commission (CMC), the General Office of the CMC has recently promulgated the Provisional Regulations on the Rank of Civil Personnel (hereinafter referred to as Regulations), which has come into force as of Dec. 6, 2017.

As an important auxiliary document of the newly revised Regulations on Civil Personnel of the People's Liberation Army, the Regulations are of great importance for establishing a sound incentive and support mechanism suitable for the civil personnel system and for regularizing the rank management of civil personnel.

The Regulations makes it clear that civil personnel's ranks are a comprehensive reflection of the position, competence, service records and cumulative contributions of civil personnel, and an important basis for determining the salary and welfare of civil personnel.

Consisting of 25 articles in five chapters, the Regulations set specific rules regarding the corresponding ranks for specific positions, rank promotion and demotion as well as the approval authorities and procedures for rank adjustment.
