BEIJING, Mar. 10 -- This year's government work report mentioned advancing the formulation of the military development plan for the 15th Five-Year Plan period and jointly promoting reforms that span both the military and civilian sectors.
Gao Rui, a deputy to the National People's Congress (NPC) and head nurse in the General Hospital of the Chinese PLA Northern Theater Command, paid particular attention to the section of the report concerning the optimization of military human resource policies and systems.
Through field research and discussion forums, she gained an in-depth understanding of the needs of civilian personnel posted in the military. She put forward suggestions addressing both the challenges and growth opportunities in building the civilian personnel workforce, aiming to provide primary-level perspectives and practical support for further reforms of the civilian personnel system in military.
