China's envoy to the United Nations said on Monday that as terrorism spreads and resurges globally, the international counterterrorism situation has become increasingly severe and complex. China has put forward three proposals to eliminate terrorism while calling for sanctions on the Baloch Liberation Army (BLA) and its affiliate Majeed Brigade.
Geng Shuang, China's deputy permanent representative to the UN, made the remarks under the agenda "Measures to Eliminate International Terrorism" at the sixth committee of the 80th Session of the UN General Assembly, Xinhua News Agency reported.
China has proposed the Global Security Initiative and the Global Governance Initiative, which advocate the international community to uphold the shared growth through consultation and collaboration, and jointly respond to global challenges such as terrorism.
Geng outlined three key proposals. First, to uphold unified standards and build international synergy against terrorism. All countries should adopt the vision of common, comprehensive, cooperative, and sustainable security, adhere to the principle of indivisible security, and work together to combat all forms of terrorism. Counterterrorism efforts should not apply double standards or be selective. China opposes linking terrorism with any particular country, ethnicity, or religion, and rejects politicizing or instrumentalizing counterterrorism issue.
Second, China proposes to uphold international rule of law and improve the legal framework for counterterrorism. Counterterrorism must comply with the purposes and principles of the UN Charter, implement relevant UN Security Council and UN General Assembly resolutions as well as the UN Global Counter-Terrorism Strategy, target all terrorist organizations and individuals designated by the Security Council, and safeguard and enhance the UN's central and coordinative role in international counterterrorism cooperation.
China supports the sixth committee in advancing the formulation of a comprehensive convention on international terrorism. All parties should jointly oppose the abuse of force and violations of sovereignty, territorial integrity, and human rights under the pretext of counterterrorism.
Third, China proposes to adopt a systematic approach and form a comprehensive international counterterrorism framework. To eradicate terrorism, both the symptoms and root causes must be addressed through integrated measures. It is essential to resolve disputes peacefully, ease tensions, conflicts and end wars, giving no opportunities for terrorists to exploit chaos. Development issues must be prioritized to break the vicious cycle between poverty and terrorism. Technological innovation should be harnessed to tackle emerging threats such as "digital terrorism."
Geng emphasized that China itself is a victim of terrorism. The "East Turkistan Islamic Movement" (ETIM) is a UN-designated terrorist organization that has carried out multiple terrorist attacks in China and remains active in places such as Syria and Afghanistan. China urges all parties to take effective measures to jointly combat and eliminate ETIM and other terrorist forces, and particularly, to include the Baloch Liberation Army (BLA) and its affiliate Majeed Brigade in the sanctions list.
Geng concluded that China stands ready to work with all parties, under the guidance of the vision of a community with a shared future for humanity, to implement the GSI and the GGI, jointly advance the global counterterrorism efforts and contribute to building a world of lasting peace and universal security.
