Editor's note: At the "two sessions" each year, NPC deputies and CPPCC members from Chinese armed forces actively put forward bills, proposals and suggestions. We are launching the "NPC deputies and CPPCC members from the military" series, telling stories of some military service persons in fulfilling their duties as NPC deputies or CPPCC members. The following is the third story of the series.

"Building an array of high-quality non-commissioned officers (NCO) is essential for enhancing the combat capability of Chinese armed forces." Senior Colonel Wang Xiaoxia, a professor of the PLA Rocket Force Non-commissioned Officer Academy was very talkative when speaking about the cultivation of NCOs. "Nowadays, military academies have been enlarging the enrollment of NCO cadets year on year, and to improve their competence at the source is important for generating the troops' combat capability at a faster pace."

"It is my duty as an NPC deputy to make the service members' voices and suggestions heard," said Prof. Wang.

Since she was elected NPC deputy, Prof. Wang, with her experience in teaching and research in military academies, has made several suggestions such as broadening the channels of cultivating NCOs and providing occupational and technical education and training for them. What measures the military academies should take to make their curriculum provision systems better meet the urgent needs of the army for talents assigned to different posts and talents in combat preparedness is a major topic that Prof. Wang has been paying close attention to and conducting in-depth research on.

For the past few years, to boost the seamless matching between the education of NCO cadets in military academies and the needs of the army, Prof. Wang has led the establishment of several new-type teaching and training platforms.

"At the moment, NCOs have increasingly become a key component in the PLA's combat capability development. We must foster a matrix of high-caliber NCOs to provide strong supports for combat preparation and winning future wars," said Prof. Wang.
