Japan's diplomatic actions in the Asia-Pacific region have been very active recently. Japan's Ministry of Foreign Affairs announced that this is an important demonstration of Japan's participation in regional affairs. According to foreign media, many of Japan's diplomatic initiatives closely follow the US diplomatic strategy, and its cliques in the name of shared value will intensify the trend of camp politics in international relations.

Japan has been at full blast in the diplomatic field since March. On March 1, the US, Japan, and the ROK held their first economic and security dialogue and exchanged views on key technology exports and alliance supply systems. On March 3, the US, Japan, India, and Australia held a Quadrilateral Security Dialogue (Quad) of foreign ministers in New Delhi, and they plan to build an alliance system in the high-tech field, promote the normalization of exercises, and expand bilateral and multilateral exercises. On March 14, the Japanese Prime Minister Fumio Kishida had a telephone conversation with Australian Prime Minister Anthony Albanese. Kishida expressed support for the US and Britain's plans to provide Australia with nuclear submarines and transfer technology.

Japan is keen to shuttle in the important alliance mechanism of the US in the Asia-Pacific region and showcase its role as a follower in the region. Under the mediation of the US, the ROK-Japan summit was held in Tokyo in mid-March. The two sides decided to resume "shuttle diplomacy", build an intelligence-sharing mechanism, restore the General Security of Military Information Agreement (GSOMIA), and establish two future partnership funds. Later, Kishida flew to India to start a new round of diplomatic activities. It is reported that under the instigation of the US, Japan has strengthened diplomatic relations with Australia, the ROK, India, the Philippines, and other countries to create a favorable environment for the "Indo-Pacific version of NATO".

Kishida has visited the other five countries in the Group of Seven (G7) except Germany as planned since the beginning of 2023. On March 18, German Chancellor Olaf Scholz visited Japan and completed the last link of the bilateral talks between Kishida and G7 leaders. It is worth mentioning that after sending air force's fighter jets to Japan for training in 2022, Germany has once again decided to send the army to participate in bilateral joint exercises. Promoting military cooperation in the name of diplomacy will encourage Japan's arrogance to break through the peace constitution. According to reports, the reason why Japan is "showing off" in the diplomatic field as the host country of the G7 is to showcase to the outside world its status as the so-called closest representative of the West in the Asia-Pacific region.

In Southeast Asia, Japan has continuously strengthened its relations with Vietnam, the Philippines, Indonesia and other countries on the grounds of strengthening cooperation with ASEAN. On March 6, Japanese Foreign Minister Yoshimasa Hayashi met with Indonesian Foreign Minister Retno Marsudi to discuss infrastructure construction and maritime security cooperation. On the same day, Takeo Akiba, Secretary-General of Japan's National Security Secretariat, visited Vietnam and held talks with Vietnamese high-level officials. In addition, Kishida will hold the Japan-ASEAN summit in Tokyo in December to promote the extension of Japan's diplomatic tentacles to Southeast Asia.

在东南亚,日本以强化与东盟合作为由,不断拉近与越、菲、印尼等国关系。3月6日,日本外相林芳正与印尼外长蕾特诺会晤,围绕基础设施建设和海上安保合作进行磋商。同日,日本国家安全保障局局长秋叶刚男出访越南,与越南高层举行会谈。此外,今年12月,岸田将再次在东京“做东”,举行日本-东盟首脑会谈,推动日本外交触角向东南亚延伸。

Japan has also significantly increased its diplomatic efforts with Pacific Island countries. Yoshimasa Hayashi visited the Solomon Islands, Kiribati, and Cook Islands successively on March 19 to boost the so-called Globe-trotting Diplomacy.

日本还明显加大对太平洋岛国外交争取力度。3月19日,林芳正接连出访所罗门群岛、基里巴斯和库克群岛3国,为所谓“地球仪外交”打气。

Act as a pawn in "value-based diplomacy"

做“价值观外交”马前卒

Japan adheres to the so-called value-based diplomacy proposed by the US and forms a clique in the name of shared value, which will bring more unstable factors to the regional security situation.

日本秉持美国提出的所谓“价值观外交”,以“共享价值”为名拉帮结派,将给地区安全局势带来更多不稳定因素。

On the one hand, Japan is becoming the propagandist and spokesperson of the economic framework mechanisms such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and Regional Comprehensive Economic Partnership (RCEP) created by the US in the Asia-Pacific region. In the name of promoting economic interconnection, Japan wooed ASEAN and Pacific Island countries to accept the above-mentioned mechanisms.

一方面,日本正成为美国在亚太地区打造的《全面与进步跨太平洋伙伴关系协定》《区域全面经济伙伴关系协定》等经济领域框架机制的宣传者和代言人。日本以促进经济互联互通为名,拉拢东盟、太平洋岛国等接纳上述机制。

On the other hand, Japan continues to expand its ties with Western countries and try to become the closest representative of the West in Asia and increase its diplomatic influence. At the US-Japan summit in January 2023, Biden expressed his support for Japan to become a permanent member of the UN Security Council. Subsequently, the UK signed the Reciprocal Access Agreement (RAA) with Japan and became another quasi-alliance of Japan.

另一方面,日本不断扩大与西方国家联系,试图成为“西方在亚洲地区最亲密代表”,提高自身外交影响力。在今年1月美日首脑会晤中,拜登表态支持日本成为联合国安理会常任理事国。随后,英国与日本签署《互惠准入协定》,成为日本又一准同盟。

Japan also held vice-ministerial meetings with New Zealand and the European Union and discussed strengthening bilateral relations with visiting NATO Secretary General Jens Stoltenberg. Recently, Japan once again expressed its willingness to join the Five Eyes Alliance and support the establishment of the "Chip 4 Alliance". With the US as the main axis of its alliance, Japan is accelerating its entry into the "circle of friends" of the US alliance and that deserves continued attention.

日本还与新西兰、欧盟举行副部长级会晤,与到访的北约秘书长斯托尔滕贝格讨论加强双边关系。近日,日本再次表达加入“五眼联盟”、支持筹建“四方芯片联盟”等意愿。日本以美国为同盟主轴,加快进入美盟“朋友圈”,值得持续关注。
