The United Nations Human Rights Council adopted a resolution on April 5 in Geneva, Switzerland, calling for Israel to be held accountable for possible war crimes and crimes against humanity committed in the Gaza Strip, and calling on all countries to stop providing weapons to Israel.

The resolution demanded that Israel end its occupation of Palestinian territories and immediately lift its illegal blockade on the Gaza Strip and all other forms of collective punishment and siege. It called for an immediate ceasefire in Gaza, immediate emergency humanitarian access and assistance, and urgent supply of basic necessities for Palestinians in the Gaza Strip. The resolution condemned Israel's actions that could constitute ethnic cleansing and urged all countries to fulfill their obligations under international law and take immediate actions to prevent the continued forcible transfer of Palestinians within or from Gaza.

The resolution confirmed that Israel's serious breaches of peremptory norms of international law pose a threat to international peace and security, and lead to serious illegal acts and human rights violations. It called on all countries to cease the sale, transfer and diversion of arms, munitions, and other military equipment to Israel to prevent further violations of international humanitarian law and human rights abuses.

The United Nations Security Council also held a meeting on the situation in Gaza on April 5. Dai Bing, Chargé d'Affaires a.i. of the Permanent Mission of the People's Republic of China to the United Nations, stated at the meeting that Security Council resolutions must be fully implemented and the humanitarian disaster in Gaza must be alleviated. He also emphasized that Israel must stop attacking humanitarian agencies and personnel.

Li Zixin, assistant research fellow at the Department for Developing Countries Studies, China Institute of International Studies, pointed out that the adoption of relevant resolutions by the United Nations Human Rights Council reflects the strong desire of the international community to constrain Israel's current military actions.

The current conflict in Gaza exhibits clear asymmetrical characteristics, with Israel holding an absolute advantage in military equipment, intelligence, and combat personnel. As a major external power capable of constraining Israel, the United States has consistently endorsed Israel's ground military operations, which is also a significant reason for the delay of the conflict.

After Israel attacked international humanitarian aid organizations, all parties began to worry about the possibility of further expansion of Israeli military operations in Gaza in the future, hoping to objectively form a constraint on Israel by limiting Israel's access to weapons and equipment and then forcing it to refrain from using force. That is why there is a growing international consensus to ban arms sales to Israel.

After some staff members of the charity organization World Central Kitchen were killed by the Israeli army on April 1, many international humanitarian organizations have suspended their aid operations in the Gaza Strip, and the United Nations has also announced the suspension of nighttime rescue operations in the Gaza Strip to ensure the safety of aid workers to the largest extent.

According to Li Zixin, the suspension or reduction of relief operations in the Gaza Strip by relevant organizations will inevitably worsen the humanitarian crisis in the area. To effectively ensure the smooth implementation of humanitarian aid, a ceasefire is an unavoidable prerequisite. Only with a genuine ceasefire can various relief mechanisms operate as planned. In the future, the international community should continue to increase efforts to raise funds for relevant supplies and urge the parties concerned to reach a ceasefire agreement from a humanitarian perspective as soon as possible to ensure the smooth transportation of relief supplies and their prompt distribution to the people after they enter Gaza through effective mechanisms.
