At the 21st Shangri-La Dialogue wrapped up on June 2, China's approach to global security resonated widely.

6月2日，第21届香格里拉对话会闭幕。中国倡导的全球安全观，在本届对话会上引发广泛共鸣。

As the core of the Global Security Initiative (GSI), China's approach to global security is based on the core connotations of the vision of common, comprehensive, cooperative and sustainable security. It embodies the Chinese wisdom of harmony in diversity and harmonious coexistence. It is the ideological guide for China to join hands with other countries in the new era to participate in global security governance and promote the building of a global community of security for all.

作为全球安全倡议的核心要义，中国的全球安全观以共同、综合、合作、可持续为核心内涵，蕴含着和而不同、和合共生的中国智慧，是新时代中国携手各国参与全球安全治理、推动构建人类安全共同体的理念指引。

China's approach to global security advocates for common security and highlights the interconnected interests and shared vulnerabilities of all countries, which are in a community with destinies linked, with no one can stay immune. This concept of common security is embedded with universal, equal, and inclusive security principles, stressing the importance of considering the legitimate security concerns of all countries and rejecting the pursuit of the so-called absolute security at the expense of the security of others. This stance firmly opposes hegemonism and power politics. In recent years, documents such as China's Position on the Political Settlement of the Ukraine Crisis, China's Position on the Afghan Issue, Common Understandings Between China and Brazil on Political Settlement of the Ukraine Crisis, and the China-Arab states joint statement on the Palestinian issue have played a constructive role in de-escalating conflicts and promoting peace and stability in turbulent regions.

中国全球安全观倡导共同安全，强调世界各国利益交融、安危与共，是一荣俱荣、一损俱损的命运共同体。共同安全内嵌着普遍、平等、包容的安全理念，强调要注重各国合理安全关切，不能牺牲别国安全谋求自身所谓绝对安全，这是对霸权主义与强权政治的坚决抵制。近年来，《关于政治解决乌克兰危机的中国立场》《关于阿富汗问题的中国立场》《中国、巴西关于政治解决乌克兰危机的共识》《中国和阿拉伯国家关于巴勒斯坦问题的联合声明》等文件的相继发布，为推动冲突和动荡地区局势降温、实现和平稳定发挥了建设性作用。

China's approach to global security promotes comprehensive security, emphasizing the coordinated maintenance of security in both traditional and non-traditional domains. Currently, issues such as regional conflicts, terrorism, transnational crime, cybersecurity, biosecurity, and artificial intelligence security emerge one after another, posing significant challenges to human society. In recent years, China has not only promoted political solutions to international and regional hotspot issues but also proposed initiatives and positions on non-traditional security governance. For example, China proposed the Global Initiative on Data Security, the Global AI Governance Initiative, and the concept of "building a community with a shared future for mankind that is free from the harm of drugs." These efforts aim to gather international consensus on addressing security challenges and advance global security governance in a coordinated manner.

中国全球安全观倡导综合安全，强调要统筹维护传统领域和非传统领域安全。当前，地区冲突、恐怖主义、跨国犯罪、网络安全、生物安全、人工智能安全等问题层出不穷，给人类社会带来严峻挑战。近年来，中国不仅推动政治解决国际和地区热点问题，还提出了《全球数据安全倡议》《全球人工智能治理倡议》以及“构建不受毒品危害的人类命运共同体”等非传统安全治理的倡议和主张，汇聚国际社会应对安全挑战共识，协调推进全球安全治理。

China's approach to global security advocates for cooperative security, emphasizing the cultivation of awareness to collaboratively address security challenges, the expansion of cooperation fields, and the innovation of cooperation methods, and the promotion of peace and security through cooperation. China upholds true multilateralism and has provided numerous public goods for global security through the United Nations and other multilateral platforms. Under mechanisms such as the Shanghai Cooperation Organization (SCO), the BRICS, Lancang-Mekong Cooperation (LMC), the Conference on Interaction and Confidence Building Measures in Asia (CICA), China+Central Asia, and the China-Arab States Summit, China has steadily conducted security cooperation around common or similar goals. Through platforms like the Beijing Xiangshan Forum, the Global Public Security Cooperation Forum, the China-Africa Peace and Security Forum, and the China-Latin America High-level Defense Forum, China has helped further consolidate international efforts to address security challenges.

中国全球安全观倡导合作安全，强调积极培育合作应对安全挑战的意识，不断扩大合作领域、创新合作方式，以合作谋和平、以合作促安全。中国始终坚持真正的多边主义，通过联合国和其他各个多边舞台，提供了许多国际公共安全产品。中国在上合组织、金砖国家、澜湄合作、亚信、“中国+中亚五国”、中国-阿拉伯国家峰会等合作机制下，围绕彼此一致或相近目标稳步开展安全合作，通过北京香山论坛、全球公共安全合作论坛、中非和平安全论坛、中拉高级防务论坛等国际性交流平台，进一步凝聚国际社会应对安全挑战的合力。

China's approach to global security advocates for sustainable security, emphasizing enduring world peace and sustainable human development. Development deficits often trigger many global issues and are closely related to the emergence of global security deficits. China's Global Development Initiative (GDI) and GSI incorporate the "accelerated implementation of the UN 2030 Agenda for Sustainable Development" as an essential part of their scientific connotation, reflecting China's wisdom of promoting sustainable security through sustainable development. As a major country, China has actively assumed its responsibilities. It earnestly upholds the purposes and principles of the UN Charter, participates actively in UN peacekeeping operations, deeply engages in international negotiations under frameworks like the UN Framework Convention on Climate Change and the Paris Agreement, and provides development assistance in poverty reduction, disaster relief, public health, and food security to Global South countries. These efforts promote the practical implementation of the green Belt and Road projects and contribute to sustainable human development and global security.

中国全球安全观倡导可持续安全，强调世界持久和平与人类可持续发展。发展赤字往往是触发诸多全球问题的原发性因素，与全球安全赤字的产生息息相关。中国提出全球发展倡议和全球安全倡议，将“加快落实联合国2030年可持续发展议程”作为两大倡议科学内涵的应有之义，体现了以可持续发展促进可持续安全的中国智慧。中国主动承担大国责任，认真践行《联合国宪章》宗旨和原则，积极参加联合国维和行动，深入参与《联合国气候变化框架公约》《巴黎协定》等国际谈判进程，积极向全球南方国家提供减贫减灾、公共卫生、粮食安全等诸多领域的发展援助，推动绿色“一带一路”走深走实，为实现人类可持续发展和世界可持续安全贡献中国力量。

At present, the global security landscape is undergoing profound changes. Setting eyes on the future, as a constructive force for global peace and development, China will continue to contribute its wisdom and solutions to help the world move towards the path of peace and prosperity.

当前，全球安全形势正经历深刻变化。放眼未来，中国作为世界和平与发展的建设性力量，将继续积极贡献中国智慧和中国方案，助力世界走向和平繁荣的康庄大道。
