The 11th Beijing Xiangshan Forum will be held from September 12 to 14. Themed "Promoting Peace for a Shared Future", the forum will include four plenary sessions and simultaneous special sessions, with the one on "Global South and World Peaceful Development" focused on the growing and awakening Global South. For many years, China, as a member of the Global South, has been working with the other members to jointly safeguard international security and order, injecting positive energy for world peace and stability.

第十一届北京香山论坛将于9月12日至14日举行。本届论坛围绕“共筑和平、共享未来”的主题，设置了4场全体会议和8场平行分组会议。其中，“全球南方与世界和平发展”议题，聚焦正在壮大和觉醒的全球南方。多年来，中国作为其中一员，坚持和全球南方国家一道共同维护国际安全秩序，为促进世界和平稳定注入正能量。

At the moment, the territory of Global South countries covers more than 70% of the earth's land, and their number and total population account for about 80% of the global total, making the group an increasingly important force swaying the international landscape. It would be hard to effectively solve any global security and development issue without the recognition and support of Global South countries, who, with their consistently growing economy, now constitute a powerful driving force of world economic growth.

目前，全球南方国家幅员占世界陆地面积的70%以上，国家数量、人口总量占世界的比重在80%左右，正逐渐成为影响国际格局演进的重要力量。离开全球南方国家的认同和支持，任何全球性安全和发展问题都难以得到有效解决。全球南方国家经济持续增长，构成了世界经济增长的强大动力源。

These countries have gradually realized that in order to walk out of the security and development dilemma, they must better coordinate their stances in the international community, and deepen their security and development cooperation. That's the only way to defend their political independence and gain their fair and legitimate right to development. The enhanced political and economic strengths of Global South countries, especially their rising participation in and contribution to global affairs, are strongly propelling the reform of the global governance system.

全球南方国家逐渐认识到，要走出安全与发展的困境，必须加强在国际社会的立场协调，深化安全和发展领域的合作，才能有效维护自身的政治独立，赢得公平合理的发展权利。全球南方国家政治、经济实力明显增强，特别是对全球事务的参与度、贡献率不断提升，为全球治理体系变革提供强大推力。

Strengthening the strategic cooperation within the Global South is imperative for maintaining the global strategic balance and stability, and is inevitable for promoting the reform of the global security governance system. Hegemonism characterized by the Cold War mindset is sure to create more unfairness and disorder in the world. Some Western countries, represented by the US, regard themselves as representing the progress of human democracy. They pursue priority and absolute security for themselves, continuously increase their military investment for absolute military superiority, and stretch their hegemonistic antenna to the whole world – they have become the biggest source of trouble for world peace and stability.

加强全球南方战略合作是维护全球战略平衡稳定的现实需要，也是推动全球安全治理体系变革的必然选择。奉行冷战思维的霸权主义，必然导致更多的国际不公和失序。一些美西方国家自视为人类民主文明进步的代表，追求自我优先和自身绝对安全，持续加大军事投入，发展绝对优势军事力量，推动霸权触角向全球延伸，已经成为影响世界和平稳定的最大乱源。

The reason why a ceasefire deal is so hard to reach in the Ukraine crisis and on some other regional hotspot issues, apart from the difficulty in resolving the deep-rooted conflicts among the concerned parties, is that some US-led Western countries, out of their narrow strategic interests, practice double standards and keep pouring fuel on flames.

在乌克兰危机等地区热点问题上，之所以难以实现停火止战，既有当事各方深层次矛盾难以化解的因素，也有一些美西方国家出于自身狭隘战略利益，奉行双重标准、持续递刀拱火的原因。

For a long time now, some US-led Western countries have been defending their global hegemony in the name of defending the so-called "rules-based international order". They wantonly interfere in other countries' internal affairs and endanger their sovereign independence and security, seriously eroding the UN-centered international system and the international order underpinned by international law.

长期以来，一些美西方国家以所谓捍卫“基于规则的国际秩序”之名，行“维护全球霸权”之实，肆意干涉他国内政、危害他国主权独立与安全，严重破坏以联合国为核心的国际体系和以国际法为基础的国际秩序。

Faced with these countercurrents, Global South countries must unite together and jointly practice true multilateralism in order to effectively safeguard and enhance the UN's authority in international affairs and global governance, create a favorable international environment for regional ceasefire, and offer the possibility of building balanced, valid, and sustainable global and regional security architecture.

面对这些逆流，全球南方国家只有团结起来，共同践行真正的多边主义，才能有效维护联合国权威、切实增强联合国在国际事务和全球治理中的权威性，为实现地区停火止战创造有利国际环境，为构建均衡、有效、可持续的全球和地区安全架构提供可能。

As the world's largest developing country and a natural member of the Global South, China, while achieving its own security and development, always attaches great importance to strengthening the unity and cooperation with other Global South countries, sharing development opportunities and outcomes with them, and supporting them to play a bigger role in international affairs.

作为世界上最大的发展中国家和全球南方的天然成员，中国在实现自身安全和发展的同时，始终重视加强同全球南方国家团结合作，同全球南方国家共享发展机遇和成果，支持其在国际事务中发挥更大作用。

China adheres to the path of peaceful development, advocates the Five Principles of Peaceful Coexistence, and always sees the Global South members as vital partners and a reliable force in building the community with a shared future for mankind. We will work with them to practice the Global Development Initiative, Global Security Initiative, and Global Civilization Initiative, and strive to be a staunch force for peace, the core driving force for open development, the construction team of global governance, and the advocates for exchange among civilizations.

中国坚持走和平发展道路，弘扬和平共处五项原则，始终把全球南方国家作为推动构建人类命运共同体的重要伙伴和可靠力量，努力与全球南方国家一道践行全球发展倡议、全球安全倡议、全球文明倡议，做维护和平的稳定力量、开放发展的中坚力量、全球治理的建设力量、文明互鉴的促进力量。

Upholding the global governance featuring extensive consultation and joint contribution for shared benefits, China practices true multilateralism, respects and supports Global South countries' strategic independence, and encourages them to play an important role in the global governance system. It supports multilateral mechanisms such as the BRICS and SCO to unite with Global South countries in the spirit of equality, openness, transparency and inclusiveness in the effort to create a more equitable and reasonable new international order.

中国倡导共商共建共享的全球治理观，践行真正的多边主义，尊重和支持全球南方国家的战略自主，支持全球南方国家在全球治理体系中发挥重要作用，支持金砖国家、上海合作组织等多边机制以平等、开放、透明、包容的精神团结全球南方国家，推动建立更加公平合理的国际新秩序。

Committed to the concept of common, comprehensive, cooperative, and sustainable security, China firmly supports Global South countries' fight for their due right to universal security and independent development. It stands ready to make joint efforts with them on their way to national modernization and rejuvenation.

中国还始终秉持共同、综合、合作、可持续的安全观，坚定支持全球南方国家应有的普遍安全和自主发展权利，做推进国家现代化、实现民族振兴道路上的同路人。
