On the 19th biennial meeting of the Western Pacific Naval Symposium (WPNS), which was hosted by the Chinese People's Liberation Army (PLA) Navy and concluded on April 23, a number of consensuses were reached through in-depth discussions around the topics such as Global Security Initiative (GSI) and maritime peace. Since the GSI was put forward two years ago, China has actively played its part in global security governance with concrete actions to create a desirable world of enduring peace and comprehensive security through joint efforts with all sides.

China has converged the international consensus on pursuing common security through solidarityand cooperation. As the world, the times and history are changing in unprecedented ways, the world has entered a new period of turbulence and transformation. Such a situation poses a variety of challenges to world peace and human development. In this context, China put forward the vision of common, comprehensive, cooperative and sustainable security, which emphasizes respecting and safeguarding the security of every country, maintaining security in both traditional and non-traditional domains, bringing about security through dialogue and cooperation, and pursuing sustainable security through equal importance to development and security. The vision has presented a "golden key" for the resolution of global security dilemmas. 

In recent years, through its active participation in the G20 Summit, the Asia-Pacific Economic Cooperation (APEC) informal leaders' meeting, the Shanghai Cooperation Organization (SCO) Summit andthe BRICS Summit, among others, China has been advocatinganew path tosecurity that featuresdialogue over confrontation, partnership over alliance, and win-win overzero-sum on the world stage, which has converged consensus and joint efforts for the international community to respond to security challenges together.

China has supported the UN's central role in international affairs. The various confrontations and injustices in the world today did not occur because the purposes and principles of the UN Charter are outdated, but because they are not effectively maintained and implemented.To enhance global security governance, it is necessary to firmly uphold the international system with the UN at its core, the international order underpinned by international law and the basic norms of international relations underpinned by the purposes and principles of the UN Charter. China will firmly uphold the authority of the UN and true multilateralism, participate in the practice of global security governance under the UN framework and maintain close cooperation with the UN. 

China faithfully fulfills its duties and missions as a permanent member of the UN Security Council, the second largest contributor to both the regular and peacekeeping budgets of the UN,as well as the largest contributor of troops to peacekeeping operations among the permanent members of the UN Security Council. Over the past 30 years and more, China has dispatched more than 50,000 peacekeepers to undertake UN peacekeeping operations in more than 20 countries and regions, becoming a key force in UN peacekeeping operations.

China has made constructive contributions to the safeguarding of world peace and the promotion of common development. Since the GSI was put forward two years ago, China has successfully brought about the rapprochement between Saudi Arabia and Iran, which has driven the "wave of reconciliation" in the Middle East. It has made continuous efforts to promote peace and negotiations in response to the Ukraine crisis, the Palestinian-Israeli conflict, the Afghanistan issue and other situations. 

China has also actively facilitated security exchanges and cooperation under the frameworks of the SCO and the Conference on Interaction and ConfidenceBuilding Measures in Asia (CICA), and continued to build a series of international security exchange and dialogue platforms such as the Beijing Xiangshan Forum, the Global Public Security Cooperation Forum (Lianyungang) and the China-Africa Peace and Security Forum, providing a new path for the international community to jointly enhance global security governance capabilities.

A world that is united not divided, and peaceful not volatile, is in the common interest of all mankind. Looking ahead, China will continue to provide optimal solutions to global security challenges and contribute wisdom and strength to the refinement of global security governance.
