At the very beginning, the twelfth part of the report of the 20th National Congress of the Communist Party of China (CPC) emphasized that achieving the goals for the centenary of the People's Liberation Army (PLA) on schedule and more quickly elevating the armed forces to world-class standards are strategic tasks for building a modern socialist countryin all respects. This important conclusion is of overall significance to national defense and military construction.
This important conclusion is coherent with the conclusion that "building strong national defense and powerful armed forces that are commensurate with China's international standing and meet the needs of its security and development interests is a strategic task of China's modernization drive" put forward in the report of the 18th CPC National Congress, and the conclusion that "building our people's armed forces that obey the Party's command, can fight and win, and maintain excellent conduct is strategically important to achieving the two centenary goals and national rejuvenation" in the report of the 19th CPC National Congress, with their connotations continuously extended and enriched.
Centering on the above-mentioned "strategic tasks", the report of the 20th CPC National Congress further put forward "two implementations", that is, to apply the Party's thinking on strengthening the military for the new era, and implement the military strategy for the new era.
The report of the 20th CPC National Congress proposed "four upholds", that is, to uphold the Party’s absolute leadership over the armed forces, to enhance political loyalty in the military, strengthen the military through reform, science and technology, and personnel training, and run the military in accordance with law, to simultaneously carry out operations, boost combat preparedness, and enhance our military capabilities, and to continue integrated development of the military through mechanization, informatization, and the application of smart technologies.
The report of the 20th CPC National Congress reaffirmed "four modernizations" of the military, namely, to work faster to realize the modernizations of military theory, organizational forms, personnel, and weaponry and equipment.
It was stressed in the report of the 20th CPC National Congress that “we will enhance the military’s strategic capabilities for defending China’s sovereignty, security, and development interestsand see that the people's armed forces effectively fulfill their missions and tasks in the new era."
These important contents mentioned above are the concretization of the implementation of the "strategic task", and the big-picture thinking of the modernization of national defense and the military in the next five years, which are of great significance of taking over from the past and setting a new course for the future.
