The report of the 20th National Congress of the Communist Party of China (CPC) creatively put forward a new proposition and scientific judgment: "military governance". To get an in-depth understanding of its ideological connotation, it is necessary to put it into the overall situation of national governance.
Military governance is an important part of the Party's national governance and an integral element of the national governance system. Military governance is intrinsically coherent with national governance and is the logical extension and practical embodiment of national governance in the military field.
The deployment in the report of the 20th CPC National Congress to "strengthen all-around military governance" contains four key points in practice as follows.
First, to pay special attention to deepen the reform, namely "to build on and expand the gains of national defense and military reform, improve the structure and composition of the armed forces, and refine the framework of military policies and institutions", and "to deepen the reform of military universities and colleges, build a strong system for training new types of military personnel, and develop new ways to manage military human resources."
Second, to pay special attention to coordination of operations, capacity building, and combat preparedness, that is, "to coordinate the operations, capacity building, and combat preparedness in fulfilling major tasks for national defense and military development, to speed up the development of modern logistics, implement major projects to develop defense-related science and technology, weaponry, and equipment, and move faster to transform scientific and technological advances into combat capabilities".
Third, to pay special attention to law-based governance, that is, "to strengthen mechanisms and strategic planning for running the armed forces in accordance with the law, and improve the system for law-based administration of military affairs".
Fourth, to pay special attention to military management, that is, "to improve strategic management, improve the operational efficiency of the military system and the utility of national defense resources".
A combination of a clear understanding of the connotation of military governance and a comprehensive grasp of the focuses of military governance will be conducive to substantively pushing forward the high-quality military development and upgrading the Party's level of building and running the armed forces.
