New expressions on military proposed in the report to the 20th CPC National Congress

The report to the 20th CPC National Congress has pointed out that the people's armed forces "are more confident and more capable than ever of reaching the goal of rejuvenating the Chinese nation as strategic support". Experts said that compared with the report to the 19th CPC National Congress, the new report on military issues has had some new expressions elucidating the path of China's military construction and development with clarity.

A new formulation of "developing strategies and tactics for a people's war" in the latest report, was noted by Pan Xinmao, a military expert. He pointed out that the actual connotation of "people's war" has also changed on the new journey of the new era, that is, the national defense and military construction is in urgent need of pooling the wisdom and strength of people from all walks of life. "This is the people's war in the new era we are talking about. We should never divert from it or forget it," added Pan.

Another new formulation mentioned in the report is to "increase the proportion of new-domain forces with new combat capabilities". According to the interviewed expert, the "new-domain forces with new combat capabilities" refer to the new-type combat forces in abnormal operational fields such as cyberspace and information network, and serve as an effective way to deal with newly emerging security challenges. This is also a new achievement of China's national defense and military reform and development since the 18th CPC National Congress, which should keep developing and strengthening.

In the report to the 18th CPC National Congress, the overall requirement for "the modernization of national defense and the armed forces" was "acceleration", and that in the report to the 19th CPC National Congress was upgraded to "fully advancing". The report to the 20th CPC National Congress clearly put forward the proposal of "further modernizing national defense and the military".

In the view of Pan Xinmao, there has been a progressive relation between such changes in expression, indicating that China's national defense and military modernization has made great progress over the past decade, and meanwhile explicitly pointing out that the national defense and military construction should go even further to enhance the strategic capabilities to defend national sovereignty, security and development interests. Zhu Lijia believed that "the modernization of the national defense and armed forces must be in step with the country's modernization process."

The latest report on the military contains an overall consideration of promoting the modernization of national defense and the military. The term "strategy" has kept emerging. For instance, it is stated at the beginning of relevant paragraphs that "achieving the goals for the centenary of the People's Liberation Army in 2027 and more quickly elevating our people's armed forces to world-class standards are strategic tasks for building a modern socialist country in all respects."

"The term 'strategy' is of macro nature, and tends to consider a problem from the overall and long-term perspective," Pan Xinmao pointed out, saying that the construction of the Chinese military has to face national security challenges in the future and the changes in the world pattern, and the development goals of the military should be determined from a strategic perspective.
