NANNING, Dec.18 – The website of Wuming District government under Nanning City in southwest China issued a notice on December 16 to punish Wu Zhengbang who refused to continue military service.
The notice stated that Wu Zhengbang, male, ID number: 452631200101020975, is from Guangxi-ASEAN Economic and Technological Development Zone and has been a student of the Guangxi Vocational College of Performing Arts before enlistment. Wu voluntarily signed up for enlistment in July 2020. After physical examination and political assessment, Wu was approved by the Conscription Office of Wuming District to join the military on September 1.
The notice pointed out that Wu was extremely unfit in military life after enlisted. He had a strong resistance to the military's discipline, training and management. Wu had applied many times to leave the military during this period. And after the patient exhortation from the military, the staff of Conscription Office of Wuming District and his family, Wu still refused to perform military service. Thus, Wu Zhengbang was formally expelled from the military on November 11, 2020.
The notice said, according to the relevant provisions of the Military Service Law of the People's Republic of China, the punishment for Wu Zhengbang is as follows.
—To include Wu Zhengbang in the list of serious unreliable entities in fulfilling national defense obligations for life. Wu Zhengbang shall not be employed as a civil servant of the People's Republic of China.
-- China’s public security bureaus shall not process exit and entry procedures for Wu Zhengbang within two years, and the "Military Service Status" column of the household registration information for Wu Zhengbang shall indicate "Rejection of Military Service".
—To cancel the retention qualification of Wu Zhengbang’s college student status, and no promotion (resumption) within two years.
– To cancel Wu Zhengbang’s preferential treatment related to conscripts with a fine of five times the preferential treatment for conscripts in the Wuming District in 2019, totaling 85,635 yuan. If Wu Zhengbang refuses to execute it, he will be handed over to local judicial authority.
-- To send a letter and announce the punishment decision to his hometown to publicize for no less than 15 days.
