不久前，第二届中非和平安全论坛部长会议以视频方式在北京成功举行，论坛主题为“加强团结协作,实现共同安全”。中国与非洲在发展振兴的征程上走出了特色鲜明的合作之路。一直以来，中国忠实践行人类命运共同体理念，积极履行国际责任和义务，是非洲和平安全事业的坚定支持者、建设性参与者和积极贡献者。
The second China-Africa Peace and Security Forum Ministerial Meeting was recently held in Beijing via video link on the theme of “Strengthen solidarity and coordination to achieve common security”. China and Africa have blazed a distinct path of cooperation on their way toward development and rejuvenation. Acting on the vision of building a community with a shared future for mankind, China has been actively fulfilling its international responsibilities and obligations, and acting as a staunch supporter, constructive participant and steadfast contributor to Africa’s peace and security.
为加强非洲自主维和能力提供大力支持。长期以来，中国秉持正确义利观和真实亲诚理念，坚定支持非洲国家和非洲联盟等地区组织，以非洲方式解决非洲问题，反对外部势力干涉非洲内部事务，为非洲提升自主维和能力提供力所能及的帮助和支持。2018年习主席在中非合作论坛北京峰会上提出实施“八大行动”以来，中国积极落实对非盟1亿美元无偿军事援助，支持非洲常备军和危机应对快速反应部队建设。推进实施“中非和平安全合作基金”，超额完成50个安全援助项目，为非洲维和维稳努力提供装备、物资、培训等各种支持。中国军队不断密切与非洲军队的高层往来，积极开展军事专业技术交流与合作，援建院校、医院等设施，向非洲派出军事专家，通过多种方式，支持非洲国家加强国防和军队建设，提升自主维和能力。
China provides strong support for strengthening Africa’s own peacekeeping capacity. For a long time, China, pursuing the greater good and shared interests, and upholding the principles of sincerity, real results, amity and good faith, has firmly supported African countries and regional organizations like the African Union. It believes that Africa’s issues should be addressed in African ways, objects to foreign interference in Africa’s internal affairs, and provides aid and support within its capacity to help Africa enhance its independent peacekeeping capability. Ever since President Xi Jinping put forth eight major new initiatives at the Beijing Summit of the Forum on China-Africa Cooperation in 2018, China has delivered 100 million US dollars to the African Union (AU) in military assistance grants to support building up the African Standby Force (ASF) and the African Capacity for Immediate Response to Crises (ACIRC). China has also implemented the China-Africa Peace and Security Cooperation Fund, completed 50 security aid projects, and provided equipment, supplies, training and other forms of support for Africa’s efforts at maintaining peace and stability. The Chinese military has had close high-level exchanges with its African counterparts, besides, it has carried out military technology exchange and cooperation, helped build academies, hospitals and other facilities in Africa, and assigned military experts there, taking all steps to support African countries in strengthening their national defense and military development and reinforcing their own peacekeeping capacity.
为促进非洲和平稳定提供安全产品。中国积极参加联合国在非维和行动，目前，近2000名中国维和军人在非洲执行任务。中国是联合国安理会常任理事国中派出维和军人最多的国家，也是联合国维和行动第二大出资国，缴纳的维和摊款约75%用于非洲。中国海军自2008年以来常态派遣舰艇赴亚丁湾执行护航任务，共派出41批护航编队，累计为1500余批7000多艘次中外船舶提供安全保护。中国还积极参加人道主义救援，充分展现了大国责任与担当。抗击埃博拉疫情中，中国率先行动，紧急驰援。新冠肺炎疫情暴发后，中国向非洲53国和非盟提供120批物资援助，向17个非洲国家派出抗疫医疗专家组或短期医疗队，分享疫情防控经验。
China provides security products for peace and stability in Africa. China has taken an active part in the UN’s peacekeeping missions in Africa, where there are currently about 2,000 Chinese peacekeepers carrying out missions. China is the largest contributor of peacekeepers among the five UN Security Council permanent members and the second largest sponsor of the UN’s peacekeeping operations, with around 75% of its peacekeeping funds used for Africa. The PLA Navy has regularly assigned military vessels to carry out escort missions at the Gulf of Aden since 2008, and the 41 batches of escort taskforces it has assigned so far have cumulatively escorted more than 7,000 Chinese and foreign vessels in 1,500 batches or so. China is also a constructive participant in humanitarian aid, which fully showcases its sense of responsibility as a major country. It took the initiative to help fight the Ebola pandemic. After the COVID-19 broke out, it provided 120 batches of supplies to 53 African countries and the AU, sent medical experts or short-term medical teams to 17 African countries, and shared with them its experience on pandemic prevention and control.
为完善非洲安全治理发挥积极作用。中国积极参与非洲热点问题斡旋，支持通过对话协商解决争端和化解分歧，为完善非洲安全治理、推进非洲和平发展发挥了建设性作用。近年来，中国在担任联合国安理会轮值主席国期间，分别倡议举行了“几内亚湾海盗问题”“加强非洲和平与安全能力建设”“加强非洲维和行动”等公开辩论会，呼吁国际社会加大对非洲和平安全事业的关注和支持。2018年以来，中国举办中非防务安全论坛、中非实施和平安全行动对话会、中非和平安全论坛、几内亚湾安全形势专题视频研讨会、中非和平安全论坛军事医学专题视频会议，并积极参与非洲国家举行的和平安全领域重要会议，进一步加强政策立场协调，深化理念行动对接。2022年1月，中国提出“非洲之角和平发展构想”，并于6月推动召开首届中国-非洲之角和平会议，旨在促进地区国家通过谈判解决分歧，更好应对安全、发展、治理三重挑战，受到地区国家积极响应和支持。
China plays a positive role in improving security governance in Africa. It has taken an active part in the mediation of hotspot issues in Africa, and it supports the resolution of disputes and divergences through dialogue and consultation, playing a constructive role in improving Africa’s security governance and pushing its peaceful development. In recent years, when China was the rotating chair of the UN Security Council, it initiated to hold public debates on the “pirate issue at the Gulf of Guinea”, “strengthening Africa’s peace and security building capacity”, and “enhancing peacekeeping operations in Africa”, calling on the international community to pay more attention and give more support to the peace and security cause in the region. China has organized a range of China-Africa activities since 2018, including the China-Africa Defense and Security Forum, the Dialogue on the Implementation of China-Africa Peace and Security Initiative, China-Africa Peace and Security Forum, Webinar on Security Situation in the Gulf of Guinea, and China-Africa Peace and Security Forum Video Conference on Military Medicine. It has also participated in important conferences on peace and security held by African countries. All these efforts have further coordinated the policies and positions of the two sides and better aligned their concepts and actions. In January 2022, China put forward the Outlook on Peace and Development in the Horn of Africa, and advanced the convening of the first China-Horn of Africa Peace, Good Governance and Development Conference in June. This was intended to urge regional countries to resolve divergences through negotiations, and better cope with the triple challenges of security, development and governance, receiving great responses and support in the region.
当前，世界百年变局和世纪疫情交织叠加，国际安全形势不稳定性不确定性显著上升。中非从来都是命运共同体，患难时刻更见真挚情谊。中国将秉持共同、综合、合作、可持续的安全观，始终坚定地与非洲站在一起，为促进非洲和平安全贡献智慧和力量。
As the world is faced with profound changes and the pandemic both unseen in a century, the international situation becomes ever more unstable and uncertain. China and Africa are always in a community with s shared future, and their friendship has stood the test of moments of adversity. Upholding the outlook of common, comprehensive, cooperative and sustainable security, China will stand steadfastly by Africa and continue to contribute wisdom and strengths to its peace and security.
